The 934th Airlift Wing is soliciting offers under solicitation number  FA6633-17-T-0001 for Grease Trap Cleaning Services at the Minneapolis Air Reserve Station located adjacent to the Minneapolis International Airport:

This acquisition is 100% set aside for Small Businesses concerns. The NAICS Code is 562998, Size Standard is $7.5 Million.

Contractor shall provide all necessary supervision, labor, materials, supplies, tools and equipment to perform Grease trap Cleaning services at the 934thAirlift Wing in accordance with the Statement of Work for a base year with up to four additional option years for a total possible contract not to exceed 5 years. 

The Contractor shall furnish all necessary materials, labor, equipment, transportation, and supervision to accomplish grease trap cleaning.  This project consists of cleaning the grease traps in three locations (Services Club Bldg 807, Dining Hall Bldg 807, and Base Exchange Bldg 755) as specified in the Statement of Work and Clauses.  There is a total number of 30 Grease Traps to be cleaned annually. Any variations from the Statement of Work must be submitted for consideration by end of day 20 January 2017.

All work shall be accomplished in accordance with guidelines established by Federal, State and local ordinances, as outlined in sections 2, 3, 4 and 5 of the Statement of Work, Dated 21 December 2016, while working at the 934th Airlift Wing. 

Offers are solicited only from small business concerns. Offers received from concerns that are not small business concerns shall be considered nonresponsive and will be rejected.

Please ensure all proposals are compliant with the attached statement of work. 

Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors (FAR 15.101-2). Evaluation criteria for this award will be in the following order: 1) Price and 2) Past Performance. Offerors are responsible for obtaining any and all amendments or additional information at http://www.fbo.gov. Proposals are due at 10:00 AM. CST on January 23rd, 2017. COMBINED SYNOPSIS/SOLICITATION

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 
Instructions to offerors (Tailored for quotes under FAR part 13), evaluation criteria, and all applicable FAR Provisions and Clauses are attached.
The solicitation number is HSCG42-16-Q-QNE061 and is issued as a Request for Quotation (RFQ).


The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87.


This acquisition is issued set-aside 100% for SMALL BUSINESS.


Where Federal Acquisition Regulation clause language is inconsistent with FAR 13.004, Legal Effect of Quotations, that language is hereby tailored in accordance with FAR 12.302 to be consistent with a request for quotations. This tailoring includes, but is not limited to the following: In accordance with FAR 13.004, a quotation is not an offer, and any clause provision to the contrary is hereby modified to be consistent with FAR 13.004. Where the word "offer/offeror" or a derivative of that word appears, it is changed to "quote/quoter" or a derivative of that word.

USCG Training Center Cape May has a requirement to purchase:


1. Pressure Vessel Inspection and Certification in accordance with the USCG Requirements.


The equipment is located at USCG Training Center 1 Munro Avenue, Cape May, New Jersey, 08204. These services shall be scheduled and coordinated with the USCG POC/designated Contracting Officer's Representative (COR).


Offerors are encouraged to use their standard form for quoting purposes. Offers may be submitted on company letterhead stationery and must include the following information: 
Contractor shall submit a detailed proposal to include an itemized cost breakdown with offer;
All services and incidental charges shall be provided as a separate line item.


Quotes shall include all of the following information:
(1) The solicitation number; 
(2) The time specified in the solicitation for receipt of offers; 
(3) The name, address, and telephone number of the offeror;

FAR 52.237-1 -- Site Visit (Apr 1984).
Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
USCG TRAINING CENTER CAPE MAY ACCESS-ENTRY PROTOCOL REQUIREMENTS: In compliance with Homeland Security Presidential Directive 12 (HSPD12) Coast Guard Training Center (TRACEN) Cape May has a standardized entry protocol for all personnel, vendors, suppliers, contractors, and subcontractors who require access to the USCG Training Center (TRACEN), Cape May, NJ. All contract and subcontract personnel are subject to a background check conducted by USCG Training Center Cape May Police Department. All contractors are instructed to contact USCG TRACEN Police Department at (609)898-6915 for detailed requirements. IDENTIFICATION OF CONTRACTOR PERSONNEL AND VEHICLES: The contractor shall provide a detailed list of all employees to the COR five (5) days prior to commencing work. The employee list shall contain the employee's full name, date and place of birth, current address and only the last four (4) of SSN. The contractor shall also contact the USCG TRACEN Police -Security to provide them with all necessary information and to obtain base pass for entry. Each contractor vehicle shall show the contractor's name so that it is clearly visible on the vehicle. A valid state driver's license, license plate and safety inspection sticker is required. All vehicles operated on government property shall be maintained in a good state of repair.

This PRE-SOLICITATION NOTICE is being issued and publicized in accordance with FAR 36.213-2 and FAR 5.204.

Project description: The project shall renovate Building 222, which is over 100 years old. The majority of the area to be renovated was built in 1904. The updates shall correct deficiencies and create useable VA office space. The building is historic, thus all work shall require State Historic Preservation Office (SHPO) approval. Anticipated project completion is November 2017. Project magnitude is between $5,000,000 and $10,000,000. 

Project location: Building 222, which is part of the Minneapolis VA Health Care System Campus, is located along Bloomington Road, approximately half-mile southwest of the Historic Fort Snelling site. PLEASE NOTE: Entry into this building by potential offerors shall occur ONLY during the solicitation stage of this project.

Tentative date for issuance of Request for Proposals (RFP): 4/1/2016. This date is tentative and the issuance of this RFP may occur slightly before or after 4/1/2016. All interested parties are strongly advised to monitor Fed Biz Opps (FBO) for the issuance of this RFP.

Active solicitation: Once issued, it is anticipated the RFP shall remain open for 31 calendar days.

Tentative date for RFP closing: 5/2/2016. This date is tentative and is dependent on when the RFP is issued.

Tentative date for completion of proposal evaluations: 6/3/2016. This date is tentative and is dependent on when the RFP is issued and when it closes.
